What this law does

Drafted with AI from the cited sources under the direction of UnGovr staff. UnGovr holds editorial responsibility for this page.

Article 50 permits, without acquiring the corresponding economic right or paying remuneration and to the extent justified by the purpose of information, reproducing works seen or heard in the course of reporting a current event, preparing and reproducing summaries of disclosed newspaper and similar articles in the form of press reviews, and using political speeches and extracts from public lectures or similar works, though the author retains the exclusive right to compile such speeches or extracts into a collection.

Article 53 separately permits using quotations of a disclosed work in another work for the purpose of criticism, recognition, or reference, provided the quotation accords with fair practice and does not exceed the extent the purpose requires.

Neither provision states a headline-length or short-extract cap distinct from the purpose-justified and fair-practice tests, and no reported Montenegrin decision applies either provision to a systematic news aggregator rather than an individual user quoting or summarising a published work.
