The first number counts instruments we can name for a jurisdiction, drawn from the legal corpus and from research. It is an upper bound: the same law can be named at different levels in different places, an act here and one of its articles there, and where two names cannot be matched to each other they are counted separately. The second number counts instruments researched to a stage, with an effective date and a primary source, and those are the ones with a page. Coverage is growing.
