This proposal set out a general legal framework for artificial intelligence, defining an AI system broadly and classifying AI uses into four risk tiers (unacceptable, high, limited and minimal), prohibiting the introduction or operation of an unacceptable-risk system, and requiring a developer or provider of a system in a non-minimal risk tier to hold a risk-level certification issued by the Dirección General de Normas y Tecnología Industrial for private-sector applications or the Autoridad Nacional para la Innovación Gubernamental for public-sector ones.
