Article 22(2)(1) permits, without the rightsholder's consent and without payment but with attribution of the author and the source, the use of quotations, including in translation, from lawfully published works, including articles from newspapers and journals in the form of press reviews, where justified by the critical, polemical, scholarly or informational character of the work into which the quotation is included, with the quotation's boundaries marked semantically or graphically.
Article 22(2)(5) separately permits reproducing and distributing in the press, or communicating to the public, a previously published newspaper or magazine article on a current economic, political, religious or social topic, in cases where the author has not specifically prohibited such reproduction, distribution or communication to the public.
