Would have granted eligible news publishers a limited antitrust safe harbor to collectively negotiate with covered large online platforms (Google, Meta) for compensation for use of news content, with binding arbitration as backstop if negotiations failed. The bill passed the Senate Judiciary Committee but never received a floor vote in either chamber and died at the close of the 118th Congress in January 2025. No federal bargaining code or press-publisher payment right currently exists in US law.
